In this 130th edition in the series, now that the El Faro NTSB Report findings have been circulated awhile for industry review, Clay discusses how this tragic incident will be a catalyst for change in U.S. Coast Guard regulatory enforcement, perhaps even to include a program for U.S. flag ships similar to the USCG QUALSHIP 21 program that foreign-flagged ships are subject to.
