In this 64th edition in the series, Clay addresses the issue of whether U.S. port waste reception facilities are allowing ships to properly discharge oily waste and if the states and more importantly the Department of Justice of the federal government should investigate whether port waste reception facilities are facilitating such discharges so ships can comply with the law.
