In this 101st edition in the series, Clay discusses the Coast Guard’s Alternative Compliance Program (ACP) where Classification Society Rules provide an alternative that is equivalent to the CFR. The process is administered through survey and inspection conducted by authorized classification society surveyors and although he supports the ACP, Clay expresses the concern that older U.S. ships that have been re-structured and re-designed over time do not always get the careful scrutiny of the U.S. government that is needed to make sure these modified ships are in compliance.
